 The MAG Regional Concept of Operations developed in 2003 identified a regional goal of implementing one fully integrated corridor within three years. This Integrated Corridor Management System (ICMS) project would carry out the ground work necessary to develop a fully Integrated Corridor Management System along one heavily traveled freeway/arterial corridor in the MAG region. As recommended by the MAG ITS committee, the I-10 corridor between I-17 and SR 85 was selected as the demonstration corridor. The corridor will include I-10, and parallel arterials McDowell Road, Van Buren Road, and MC 85/Buckeye Road. Along this segment of I-10, a series of freeway widening projects are scheduled to commence as early as Fall 2007 (I-10 Papago Freeway Widening), which will add much needed capacity to the heavily congested corridor. The focus of the ICMS project will be to develop effective corridor management strategies and apply appropriate technologies to reduce traffic congestion and related negative impacts to corridor traffic flow due to the combined effects of heavy travel demand and the freeway construction work zone. The following agencies have joined as key project partners: ADOT, DPS, RPTA, Valley Metro, City of Phoenix, City of Goodyear, City of Avondale and Town of Buckeye. A consultant project was launched by MAG in March 2007 to develop the I-10 ICMS Concept of Operations – an overall plan detailing the operational strategies. The ICMS concept will be based on fully utilizing available corridor capacity by improving traffic management and coordination among all affected operating agencies, together with transit initiatives and demand management strategies. A proposal based on the I-10 ICMS, was developed as an early task of this MAG project and was submitted in April, 2007, to the USDOT by the Arizona DOT, on behalf of the Phoenix metropolitan region. The proposal sought to qualify an enhanced version of the I-10 ICMS project as an Intelligent Transportation System - Operational Test to Mitigate Congestion (ITS-OTMC) project as part of the USDOT’s Congestion Initiative. The proposal requested $22 million from the USDOT and showed a local match of nearly $12 million. A decision on the selection is expected to be announced by the USDOT in August 2007. In addition, an application was submitted by MAG that sought to qualify the region to enter an Urban Partnership Agreement (UPA) with the USDOT. Such a partnership would help qualify the region for a possible ITS-OTMC award and also provide favorable financial terms and technical assistance for future congestion initiatives in the region. The development of the I-10 ICMS Concept of Operations is scheduled to be completed by August, 2007, and would produce two options for implementation: - Enhanced I-10 ICMS with USDOT funding assistance as a national ITS-OTMC project to address the I-10 construction period and beyond, OR
- I-10 ICMS based only on available regional and local funds with emphasis on corridor operations beyond the I-10 construction period.
